Once you reach the Dome for the first time, Ollie will tell you to go check out under the statue in the center of PlayCare, ignore him here and just go check out the area, stay away from the center and DO NOT open the door that leads underneath the statue. After a few minutes of enjoying the lovely Scenery of PlayCare, Ollie will then say " Just go under the statue ", chill for a little bit longer and he'll yell " Under the Statue", Boom, scolded !
Note: you can just chill on the stairs the whole time ( Roughly 10 minutes ), as long as you've started Ollie's initial dialogue about going underneath the statue.
