    To get this ability, you need 20 regular skills, not companion chain abilities unlocked. I do not think it is possible until chapter 5, when Class 3 skills are unlocked. If I am incorrect, please comment below.

    Subzero323I got this in my second playthrough, but i think you need class 4 that's when it unlocked for me, depends on the unit i think as Angela has way more spells
