Anyway.. The best way to do this is to find an armored car. Unfortunately, armored cars do not start appearing in game until chapter 7, and there's more of them in later chapters. Also:

It's kind of large, but they're there. I circled around there once and spotted 3.
Once you have the armored car, you're pretty much invincible. No amount of bullets can damage the car from the back. It CAN be damaged from the front, however. And occasionally, you'll take some damage even when being shot at from the back, as the bullets sometimes go through the unprotected back windows. This is a very lucky shot on their part, and if it somehow kills you, that is some extremely bad luck on your part.
All you have to do now is get 4 stars. Just drive around and run people over. You could also go on a shooting spree, just make sure your car is nearby. Once you're at 4 stars, wait around for the police to show up, if they haven't already. Once the police show up, I'd recommend simply parking the car and waiting for the 10 minutes to pass. Remember that the armored car is invincible from the sides and the rear, but not the front. With that in mind, when you stop, make sure the rear end of the car is facing the gunfire.

A great way to get this is to park the Armoured Vehicle/Van in Bruski's scrapyard Car Crusher Head First, This way the police won't hurt you and will not enter the car crusher, so you can go do something else whilst you wait :D

"You don`t have to do 10 mins in one go. I was trying for this cheev and on my 3rd go i got it after about 30 secs. I think it`s the total time rather than doing it in one go. That`s how it was for me anyway."
