Towards the end of the game, you will have to come back to the Central News Agency offices to retrieve information on an old case. (This is after pinpointing the area that Jack the Ripper lives.) After talking to the news reporter and picking up any papers that you can off of the desks around the room, you will need to go to the back wall where the dispatch cabinet is located. It appears the reporters are too lazy to label their own cubby holes and are leaving it to Sherlock Holmes to do their failed administrative tasks. This achievement requires that you label all 12 compartments correctly. So assuming that the top row of 6 is numbered from left to right 1-6 and the bottom row as well 7-12, here are the correct labels for each compartment:
