Since you need to capture 8 transports that mean you can use torpedos only for them and need to destroy other enemy ships using deck guns or avoiding them. Also there is 9 transport ships in mission so if you accidentally (or for points) destroy one don't worry.
I used Victory for this mission duo to it's best deck gun and armor. All ships are scaterred in 3 convoys:

1st: At beginning of mission heading from northwest - 3 transports, 1 frigate & 1 submarine

2nd: heading from southwest - ships as above

3rd: heading from West to East (this one sometimes doesn't trigger after taking care of 2nd one, if that occurs you can either try go west and hope you'll find ships there or restart mission) with 3 transports, 2 frigates and one battleship.

Unfortunatelly if you want chieevo you need to avoid 2 subs from 1 & 2 convoy whole mission, you can't take down them with deck gun :/

Update: Subs in 1st & 2nd convoy are trigerred ONLY when you destroy frigates. Leave them alone and you are safe.
