  You do NOT need to delete your cache and play offline to obtain this achievement!
  
  From the main menu simply select New Game, pick easy… then speed run through Act 1 (shouldn’t take too long if you’ve played the game before).
  
  In act 2, you can sweep the first 3 (sometimes 4) malthusians.
  If you are AT ALL not 100% sure you swept your target... Kill yourself or reload the checkpoint.
  
  It doesn't matter if they are alerted to your presence! Although it might make it harder...
  Just make sure they are close enough to the glass before you break it.
  
  This achievement just takes patience, persistence and a little luck, but you can do it! ONLINE!

  I can confirm that this achievement is still obtainable, online, whilst playing on Xbox One. It's just the last two enemies you need in that corridor near the beginning of Act 2 are near panes of glass with not-that-much water behind them, so they actually need to be close to the glass for them to be 'swept'.
  
  A bit shit how it's not cumulative, but at least it's possible.

  Use the 3rd act, not the second act. I actually got it first try after years of trying on and off. I got the last guy not knowing the spawns even and he was shooting me next to the glass so I popped the glass and good to go! 360 obviously, next Gen suck

  Just got it on Act 2! First guy I made fall on one of the two glass windows. Then in another room there are 2 more guys. I just had a checkpoint so I reloaded it when I failed making them fall shooting the windows and after a few attempts I made them both fall one at a time breaking glasses. There is one just in front of you when you decipher the door. If the guy is not spawning in front of the glass, you can reload and hope he does. Then try to make the other guy fall on another glass window further down the corridor were that guy should be just nearby that window glass.

  Start of Act 2. Take cover and wait near a water filled room then shoot the glass while a Malthusian walks directly infront of it. Do this with the next 2 malthusians aswell. Reloads dont count.
  
  After update:
  Start of Act 3 has many Malthusians to sweep.
  
  ** Buggy after the new update might take 4-5 or more swept to unlock **

  In the update the developers changed alot of stuff. Start of act 3 has many enemies. or you can get it through act 2. alternative play offline without update.

  Thanks for the explanations. I just tried directly from act 3, it took me a few tries but it worked. I had the first guy, but missed the second one. Luckily, there is a checkpoint inbetween, so after I killed myself, the game put me just before the second guy, that I, this time, succeeded to sweep off. And the achievement popped. Certainly because during my first playthrought I already have swept off another enemy during act 1 or 2.

  Since i played this game online on the 360, i can't tell how big the difference on the other consoles will be.
  
  After i finished the game, i loaded the 2nd Chapter on Easy Mode. (Didn't have much luck with the 3rd Chapter but this may be a matter of taste)
  
  I gently tapped on the first guy with the Sonic Ammo, and kept shooting him until he was next to a glass door.
  
  After i shot him dead (because of the key), i opened the door and kept tapping and running away from the 2 other guys who were hiding in a corner, until they were next to multiple glass doors.
  
  Apparently you don't have to kill them with the water, because they were alive, even after the drowning/bubbles symbol.
  
  Hopefully this will help you out.
