I'll post the same technique on each of the 3 related achievements ('international emergency call', 'counting up' and 'counting down') so that I can offer some help whichever one you happen to search for.

First of all, I strongly recommend that you raise your Head stat to its maximum. This will allow you more time to draw your bow which makes it remain stable for much longer.

Secondly, if you're having trouble, try and get use to how strong each relevant wind is. The announcer will make note of any current wind conditions 99% of the time. If you can't compensate for intense wind, then just restart and retry.

Thirdly, make sure you choose the 50m recurve archery event. This is just common sense. But some people, well... Let's not go there.

Finally, the wind conditions will only push the arrow left and right. The arrow will only go up or down from where you've aimed, if you happened to aim up or down too quickly before releasing the arrow. Let's use this to our advantage. If you aim for the top or bottom of the desired ring (excluding the bullseye 10), you have more space for your arrow to hit. This becoming exceedingly easier, the lower the target rings corresponding score is. Eg. If you are trying to aim at the right edge of the outside ring (1 point). You have the same space to aim for as if you aimed for the right edge of the inner ring (9 point). But if you aim at the top/bottom of the outside ring (1 point), because the wind can only push your arrow left and right, you'll be given so much more space to aim for this way.

So when attempting these, try to scale up or down the rings. Not left and right. I got all of these in about 5 minutes by doing this. I really hope it helps :)
