This is a story related achievement. When your in Tooshoo just work on completing the main quests. I went through the large dungeon and got the statue pieces and build the statue. Then, I made the statue create sun instead of rain and helped the guy in the cave. Then, once I completed that, i got permission to enter the restricted area of the big tree and talked with the grand master.
