    This is an achievement very late in the game and most will get it on the fly..
    You have to beat the Goons right before the final Battle against Joker. The 20 Party-Goons who are waiting for Batman and start celebrating as soon as he enters the Building.
    just beat the hell out of them, jump alot und you should be okay. This might also be a good chance to get the 40Hits Freeflow Combo :-)
