  All you need to do is to win ONE HAND in the Quick Play Mode on Hard (Normal?).
  
  How to unlock the Hard Mode for Quick Play? Just play trough the Tournament Mode. Once you've won the Stage 15/15, you will unlock it.
  To win this stage, you need to be the first who got 5'00 points. (Be carefull, I got the achievement "Win 15 th Tournament" when I won my first hand in the Stage 15/15, but not the tournament and stopped playing there. But you have to finish and win it, to get the Hard Mode unlocked!)
  
  Important Update, Thanks to Rusty Nail:

  You have to play the tournament on "NORMAL", like that the Quick play Hard mode will unlock, when you win a hand in the 15th round of the tournament. The hard mode won't unlock, if you play through the tournament mode on easy.

  So it seems to be random, because for me it unlocked after the Hard mode, for some after the Normal Mode.... Please update/comment what worked for you!

  Yep I just finished the easy tournament and unlocked hard mode.

  I don't even recall having difficulty option on tournament lol, seems to have started easy and gradually getting harder

  I don't why everyone seemed to be having difficulties, I just played through the tournament on easy and got to 15 getting whatever achievements happened to pop, I think I played maybe 2 hands after the achievement popped just for some tiles/backgrounds. Then I backed out and abandoned the game, did the quick play on easy, normal, and hard. I didn't have a prob with anything unlocking, everything was right there. Maybe because I started straight off with tourny I don't know. If you haven't started anything yet, start that way it worked for me.

  I just unlocked Win 1st Hard without finishing the Uno Tournament on Normal. I finished it on Easy only. Here's what I did:
  
  1. I unlocked everything on the game, all other 19 achievements, but after beating the tournament on easy I didn't want to have to play the tournament AGAIN on normal, so I let it sit.
  
  2. When I got back to it seven months later, I saw I had a game going. At the time I wasn't sure what it was, but I assume now it was the last level of the easy tournament. I abandoned it and started a new tournament on normal.
  
  3. Before playing a hand, I quit out of the game to the start screen.
  
  4. Starting the game again, I chose to resume the game. I beat that level. I thought it was the first level of the normal tournament, but it appears to have been the last level of the easy tournament.
  
  5. I don't know if I tricked the game somehow, but after beating that last level of whatever tournament I was on, I was able to start a hard quick play game.
  
  6. Took three rounds to finish first in a hand, but the achievement popped.
  
  Hopefully this will work for others who maybe have beat tournament on easy and don't want to start over on normal. It is worth a try anyways. It could save you a ton of time.
