Just to clarify the evidence that you need to have collected in order for this achievement to pop:
**Potential Spoiler Alert**
EDIT: This takes place on the last case you do.
Firstly, you need to analyze the binder which Agent Huntby was keeping in the Gleason Family Self-Storage. You'll know the item when you collect it, as Dr. Langston will say it smells like lemons.
Take this to the document analysis computer and move each of the three sliders each one shows a portion of the text. One they're in the right position, Langston will tell you it is insurance against Salazar.
Secondly, you need to find the computer hard drive, in the burnt out Apiary, Beatriz Salazer's Hideout. This item is located on the floor, to the left of the warehouse as you look at it. After collecting this, take it back to the lab and analyse it in the data lab. You'll be told it contains a list of Salazar's bribes to public officials.
After you have analysed these two items, the achievement will pop.
If you went and spoke to Salazar before taking the hard drive to the lab, do not worry, there is an option during the conversation with her to take a moment before finishing the mission. This will allow you to finish off hunting for evidence and, of course, analysing the hard drive.
