  The best place I found to get this was level 7.
  
  There is a bazooka in the first room - pick it up, and wait until the two lab guys in the next room are close, then walk into the room and with one shot you can kill both of them. The soldier will then kill you so you can rinse and repeat.
  
  Took about 5 mins to go from 0-25. Good luck!!

  Yeah this is the best spot. Make sure you use Gorbachev cause he run faster. Then hold B to run and dash to the bazooka and then hurry down to catch the two scientists at the corner and you can get double kills every time.

  Advance to level 7, at the start on the map is a Bazooka and Uzi. 3 Enemies are in the next room. Grab the BAZOOKA and enter the room, fire at 2 enemies when they are close to get a double kill. Restart level until achievement pops. Level 7 is not the first time you get a Bazooka but this is this first time it can easily get multiple kills. Repeat with the UZI to get WEAPON SPECIALIST UZI
