Max damage achievement

I’ve seen people say this achievement is glitched, and I’ve seen other people say it will pop when you do all the classic carma events all three ways. Is this true because i dont want to go on ewch map and kill all the peds.

Killing pedestrians is like half the fun of the game, especially when you do it in the Electric Blue car.

It's been more than three years since I unlocked the achievement, but I am pretty sure it was glitched then and it would still be glitched now.
