Possible cheating in invasion mode

While invading another player they repeatedly used the invasion phone to locate me before the phones had been activated. They were using it every 10 seconds or so. Is this normal?

Yes, the players playing the campaign can use the phones right away to get your location. They can use it as many times as they want but on the 3rd use the invader will also be notified of their location.
