They are unlockable but you need 16 to start a match. Generally on weekends you can find randoms in this mode during US day hours.
My suggestion would be fill a lobby with a session, take turns for extractions and clean extraction. I believe a full lobby is 32, so would take plenty of communication.
I also believe that for the extractions, if you all don't shoot each other more than 1 team may be able to extract in a game. I had been in one over the weekend that had 2 extraction points and not sure what the game would do with 2 squads both on plane with cores as time ends if no shooting was occurring.
