There's a lot of negative connotations surrounding the English flag and calling oneself English, due to neo-nazis and similar types hijacking it.
Australia also has, in some areas, a similar stigma in regards to someone flying the Austalian flag outside their home.

That's... garbage. English people often say they're English, and often say they're British. I say the latter, as that's what is says on my passport.
Welsh and Scottish people will more often then not say they're Welsh or Scottish, rather than British, so people don't think they're English. Because they're not English.
Yes, some non-English Brits do think being called English is derogatory... but again, they're not English, so that's fine.
I've never met an Englishman who thinks being called English is a no no. I've never met a non-Britain whose reason for calling an English person British is anything anti-English.
