Yeh i know all of that, but it's still not difficult to do and 4% seems low to me despite the "grind" being required post campaign
There are many games that require a post campaign grind and this is one of the easier ones imo so just stood out as being low
I think that certain games see a big dip in achievements like that because of the gameplay loop. It can take a really long time to sell a house if you are into the game( I have watched my fiance spend hours on a house that she doesn't even sell), and after the campaign you are just selling the same houses over and over. Lots of people at this point probably think they will finish it later, maybe with the DLC or after the same houses aren't so fresh in their memory.
You can literally buy a house and sell.it at a loss immediately. It really is simple and takes no time to do providing you have enough money to keep making losses, which you should have if you've finished the game. Heck, if you spend 5 mins cleaning it, you'll actually make a couple of grand.
That's my point; if you want to grind out the achievment after the main game then the best way is to just quickly buy and sell the same houses you already bought and sold. Once you beat the campaign it turns into a very very boring grind, even if its only an hour with all the menus and everything. And like I said, the switch from active, cozy gameplay to a boring grind will probably make a lot of people save it for later(like when the get the DLCs).
