No. The achievement to get 100% game progress, "All or Nothing". If I remember correctly there is only one person who has the achievement and does not have either of the two online achievements and that is in the EU game. There are many who have it and only have one of the online achievements, but this doesn't really make the 100% achievement any more obtainable.

You'd think so, but considering many, myself included, have done all of those and then some and it still doesn't unlock, those are not the only requirements.

Until something conclusive is found though, there's no appropriate way to flag it beyond how it's currently flagged.

I have done plenty of research into the achievement, reperformed every single other achievement requirement and then some. I'm not the only one that has this problem.

However, the submission was for the complete set of flags not just this achievement. Considering the game has not been flagged except for the two discontinued achievements, I'm not sure what you mean by how it's currently flagged.

Also, the collected all driver badges achievement, that takes at least 10 hours more than any other requirement, has twice as many unlocks as 100%, which for this game is further evidence of 100% being bugged.

With these games that have the servers shut down, you almost always have people who come in after-the-fact and complete all the offline achievements from new. In this game there is no evidence of that, with that achievement. If there were people completing it without having played before the servers went down than there would be people who have 100% without either online achievement.

Sorry the comment about it being already flagged was a typo. I haven't taken any action because I'm waiting for a decision on the 100% achievement.

The achievements have been flagged. Thank you for your submission and your feedback. If you could just state why you think the Chase Champion in NASCAR 08 achievement needs Time Consuming, that would be grand! We have also not added Cumulative to We Don't Need No Badges! in NASCAR 08 as it is exhaustive.

The last change was to put Online Required on All Or Nothing in NASCAR 08 as this flag configuration should show that you are required to play online but can't do so anymore due to the servers having been taken down.

Chase Champion is a huge undertaking. It takes at least 10 hours to complete and is a pain to do.
Upon reflecting on my time spent in the game: over 40 hours, and that is after having already completing nearly all the achievements the first time I played the game in 2007, the majority of that time has been spent completing chase mode and working on the driver badges.
I think you are correct about the cumulative flag for the badges, as you cannot complete an objective for badge 10 prior to completing all of badges 1-9.
