Thanks for the offer. I have all the online achievements already, except the Win 10 one. I just want to finish everything by Sept 30 in case the server changes cause something to unexpectedly go wrong.
I haven't started Win 10 yet because it requires DirectX 11. The Mac Parallels Desktop Virtual Machine only supports DirectX 10. I could install the game, but I get an error message when I try to start. I will need to use a real Win 10 machine.

As I understand it, only
uploading is being disabled on September 30. Downloading and online multiplayer will keep working until March 3. The announcement does have some bad wording that makes it sound like downloading might also turn off on September 30, but that's later clarified. Here's the relevant passages.
Until September 30, 2016, Community Content will still be available and players will be able to upload and download any of their favorite Toy Box creations.
As of September 30, 2016:
The Disney Infinity Community team will no longer be reviewing or approving any new Toy Boxes that are submitted to Disney for all console, mobile and PC versions of the game. However, when playing on any console, Apple TV or Windows 8/10 versions of the game, players can continue to download their favorite Toy Boxes from the Community Content section until March 3, 2017. (emphasis mine)

To get all the 3.0 achievements on One and 360, you'll also need to buy or borrow the
Marvel Battlegrounds (one achievement requires 4 controllers) and
Finding Dory playsets. They're platform independent, so there's no separate purchase for each console. The same goes for the starter pack pieces also. So for example you could buy an Xbox One 3.0 Starter Pack, then just buy a used 360 disc instead of another starter pack.
Buying more does speed up completion. The games have "Complete X Feats" achievements. There are enough feats that can be done with Starter Pack pieces to finish the games. However, some feats that require certain characters can be done more quickly. Also, each additional character you own gives an XP boost, so leveling up is faster.
3.0 Win 10 can be done completely free. There's no use of physical pieces. As mentioned, you do need DirectX 11. Extra characters can be added via Web Code Cards that come with the figures. That shouldn't be necessary though for quick completion. I've read that by changing Disney Infinity accounts, you can redo easy feats on Win 10 to get to 75 feats quickly.
