The patch is pretty much to make the game work. Nothing else. It is pretty common for many games to have launch day patches to make them work.

Don't forget that Dead Rising was released in 2006. Title updates didn't exist back then which the cost of providing a title update is around $40,000. The cost is intended to cover the staff, testing and resources to ensure the title update isn't going to cause any additional issues and certifying the update.
They eliminated the fee years ago because Microsoft realized that some companies, especially smaller studios and independents didn't have the financial capacity to pay. This is what often led to broken games never being fixed.
Though, I highly doubt that Capcom Vancouver will fix the food court bug considering it is running on 2006 game code. A completely different set of staff remastered the game, so they wouldn't know where the issue is occurring because they were simply give the game code from the Xbox 360 and customized it to work on the Xbox One.
