So, I have answered all the calls up to the final request by Cheryl and no achievement.

Which has me thinking, do I require the final call at 10 AM by Isabella to see her?

If that call isn't one required for the achievement, I guess I will have to start all over again. Because I am pretty positive that I have answered all his calls including the survivors collected required to get the additional ones expanded beyond the normal scoops to pick up survivors.

I used the guide as listed above and it worked first time. Did you remember to wait until the last minute before continuing the story? 99% of the time you get a call from Otis letting you know you should be going back to the security room just before the case expires. If you go too soon you'd have missed those.
Just to add this in for anybody who checks this and is wondering; I can 100% confirm it doesn't matter if you miss a call due to a cutscene, or get interrupted during the call by an attack / talking to someone, as long as you pick up when he calls back it counts.

I am having trouble with the timing for this. Specifically with the time between the call at 6 AM on the first morning after arrival and the 9 AM appearance of the Twin Sisters. There is no way to go kill Carlito and then go all the way to Seon's and kill Steven in 5 real time minutes, then escort the lovers back and go back to North Plaza and kill Cliff and escort his hostages back by 9AM. That is three boss fights and two multi survivor escorts in 15 real time minutes.

This also applies to the scheduled times. I had one attempt where I had too many NPCs in the game for "Above the Law" scoop at it's scheduled time. After I took back survivors to the Security Room, the call came, over an hour late.
