I honestly don't understand you. You said they don't sell. I responded that some do especially AAA. You said but smaller non-AAA games don't sell. I provided examples of smaller ones that lacked names and brands to them but yet still sold. You now mention games that have never appeared on Xbox consoles, like Monster Hunter and Dragon Quest. You're conflating two separate issues and it's probably why nobody knows what the hell you're talking about.
When games get released on the 360, they do sell. I've provided numerous examples of them doing so. However does the console get shafted by Japanese xenophobia? Without a doubt. These are two separate issues entirely.

Final Fantasy XV or 13? Because the FF13 numbers are roughly 2-1 in PS3's favor which is big but not when that 2 - 1 involves 2 million sales on the 360. If you're talking Final Fantasy XV I can't find any sales data beyond what's available on Japanese and UK sales and to that I can only say "Duh" to it selling like that. Those consoles have always been more popular in those parts of the world. But the United States tends to be one of the biggest Western markets and it can seriously tip those numbers.

Tales of Vesperia is also a goddamn hard sell. I'd never played a Tales game before so I played the demo. This demo made me truly hate the game and put me off of purchasing it until I got it on sales cheap. That plus the art style meant it was never going to become the next big hit.
But even with the shitty demo and art style in the long run it still sold about 700k units which is pretty damn impressive for a game with no name to it for casual fans. In its first month alone it sold almost 200k units and kept a steady amount of purchases, up to almost 300k in its first year. From there it went on not dropping as much many games do. This lasted for about four years. It was a strong investment in the long term even if it took some time.
Did it do better on the PS3? Yes, it did. But when you compare it to Blue Dragon, it's not that impressive. In Japan Blue Dragon sold 200k copies in one month, from a series with no name to it on a console nobody in Japan cared about. It moved consoles. Tales of Vesperia on 360 in Japan sold about 140,000 copies in its first month. The PS3 version sold almost 300k in that same time period. So did it sell more? Yes. Did it blow away those other numbers? Not especially. Those other numbers are even more impressive since the Xbox 360 was such a "meh" console in Japan.

That's exactly my point though. Even if a console released that was 99% superior to anything else, if it wasn't Japanese made it would not sell. When the PS3 was an industry punchline and the 360 was outselling it by far it wasn't treated with any interest by Japanese gamer's or developers beyond the AAA studios.
That's not a fault of the sales, that's a fault of the developers. It turned into a situation where you thought "Well I want to play an RPG and nobody is developing them for Xbox, guess I'll get a PS3." Then developers think "Now RPG gamers are on the PS3 so why bother developing for the Xbox?"
As for the PS4 vs. Xbox One thing, I'm not even going to touch that. It's rather clear that doing it makes sense in that regard now. I'm not arguing that the market is there now in terms of installation base. That's a different issue entirely. My point was that even when the Xbox 360 was outselling the PS3 globally and far more serious of a console than the Wii it didn't matter to most Japanese developers - it was Japanese consoles all the way even when they still sold well on the 360.
