I understand that you have xbox credit already, and that sadly you can't use it to purchase 360 games on the One. I was in the same situation last year, and I agree that there shouldn't be this problem.
What I was suggesting was that for now you just leave your credit alone, and set up a PayPal account so you can use that do download the 360 games. You only need to load it up with enough money to purchase what you need, then leave a little money on it for future purchases.
Then in future if there's any One games you want to purchase you can use your xbox credit for those, so you don't end up with your credit just sitting there unused.
I really hope they do allow you to use your credit for 360/BC purchases in the future, but for now the easiest option would be to setup a PayPal account and load it with £20 or whatever. Not waste £80 on a cheap 360. Hopefully any games you have that are not BC yet will make it to the program so you won't have to get another 360, but if you want to play them sooner rather than later then I guess that's up to you if you want to fork out the extra cash.
