Collector achievement?

    Is anyone having any trouble unlocking this achievement? I have bought almost all the skills at this point and have all the gadgets but still have not unlocked it. I have check several different tracking websites and steam for answers but haven't found anything. Do I have to buy all the skills for me and Rei or am I just stupid or something? Thanks in advance!

    You have to get some of your skills to level 2 or 3 if you haven't. They count as separate skills towards the total.

    For example: Phantom Bullet I & Phantom Bullet II count as 2 towards the 100.
