The Montreal Agency is available from start. You'll also endure an in-game tutorial. Feel free to skip it as I describe everything in the walkthrough.
Excitement (Travel Agency)
Drag your customers to the place shown in the speech bubble. Touch them to help them. Depending on which chair, you will help them automatically or you'll need to play a mini-game. Watch their patience stars. If they reach zero, you'll upset a customer. Upsetting three customers will result in a failure. Touch one customer after the other to set the order of actions for April. You have a limited amount of time to serve as many customers as possible. Time is shown in the upper right corner of the screen.

Always try to hire staff first. Secondly, buy extra chairs/machines. Lastly, upgrade chairs. I suggest you upgrade them equally except for the brown chairs; upgrade them last. You need to be sure that customers are patient in the other chairs as when you leave your brown chairs occupied, no new customers can enter, so those should be upgraded last. April can only carry up to two items at a time. You cannot perform any other actions while carrying items. If you want to discard a carried item, touch the recycle bin to throw it away.
In this mini-game you make customers happy by utilizing the following steps:
* Always start with preparing the drinks by touching the coconut machine. Drag the red dot to the right, drag the red dot to the bottom and refill it as soon as it is empty.
* Drag the customers from the beach chairs to the beach towels when it appears in the speech bubble. Keep those chairs empty so new customers can arrive.
* Touch the customer on the beach towel when it appears in the speech bubble, this will turn the customer over. To do so, you need to make a circular move with the red dot.
* When a coconut appears in the speech bubble, serve the customer a cocktail.
New York
This mini-game is a restaurant game. Serve your customers food as fast as possible to please them. April can only carry up to two items at a time. You cannot perform any other actions while carrying items. If you want to discard a carried item, touch the recycle bin to throw it away. I suggest you always touch the customers first to take their orders above serving others their meal. It takes a few seconds before the preferred meal shows in the speech bubble. Serve them the meal they want to increase their happiness. If two customers want the same meal, pick one up and wait for the cook to make another. Pick up the second one and serve it to the customers.
Niagara Falls
This destination unlocks at two stars. To increase their happiness, drag the customers to either the binoculars or the photo camera according to their wish which is visible in the speech bubble.
* Photo camera: Touch the customer to start the mini game. Drag the red arrows up or down and release them in the green part (focus). Take the picture to satisfy the customer.
* Binoculars: Touch the customer to start the mini game. You have to find something special. Touch and drag in the direction of the arrow. To satisfy the customer, hold it at the point of interest for a few seconds.
Galapagos
The last destination of the Montreal Agency unlocks at three stars. You have to press the matching button when the dance steps moves over the target.
Hit 40 dance steps in a row, without missing one, to unlock the next achievement. You may need a few attempts at this as the game is not always that responsive.
Keep playing "Excitement", "Appeal" and "Satisfaction" until you have a five star rating in the Montreal Agency to unlock the next achievement.
