9. DLC - Local Justice Pack
You can find it here on the Xbox Live Store or as part of the Rockstar Pass.
The Rockstar Pass regularly goes on sale with a discount of 75% so it may be best to wait a while. Last sale was 18th of August 2015 for US$3.74 / £2.99 / €3.74 / AU$5.48.
These maps are very quiet, and you may better boosting these. However, if you wish to get them legit, wait for the weekend as more players are active.
The two achievements which take the longest time are:
Level up your M4 Assault all the way to level 10
SPP members are available in your arsenal as an avatar item. The M4 is also in the same menus as a loadout item.
The M4 needs around 400+ kills to level up to level 10. I suggest equipping whilst working on this pack, other DLC packs and the main game. However, if you wish to solely go for that achievement, play Deathmatch or Team Deathmatch games for kills.
For the SSP achievement, 100 kills is the target. This can be done concurrently with other achievements but if you wish to target just that one, set your avatar item to a member of the SSP, and play Deathmatch until it unlocks.
Map: Departure Lounge
I wish I could give you a non-boosting method but DLC maps are very quiet. I would recommend creating a boosting session for multiple achievements across DLC packs. For Air Ace, get your party into the Departure Lounge map. Equip a rocket launcher. Have the others stand in a group at the bottom of the escalator whilst you shootdodge off the top ( & ). Fire the rocket at them, and it will pop if you kill two. Rinse and repeat for other participants.
Get 2 kills in a single Shootdodge in the Departure Lounge
In this video from YouTube user G4MERZLIFE, he shows the general area to get the achievement but does so legit. He also shows that the second kill can be done whilst on the floor.
Map: Imperial Palace
Similar method as above. This time, with grenades. Group together on the said map, and throw grenades at the group. The best place to do this is outside near the pool. Those who are being blown up should stand next to a wall or fence.
In this video from YouTube User Juansmi, he shows the general idea of this. He uses the Double Dealer Burst (available at level 48), but that is not necessary. Grenades work fine. You could use an RPG.
Long Arm of the Law
Map: 55th Battalion HQ aka UFE HQ/Holding Cells
By now, you should have worked out how to call a Vendetta. If you are killed by the same person twice (without you killing them in between), you can call a Vendetta on them on the respawn screen. This is easiest boosted with another person.
