Mojang, the developers of Minecraft: Windows 10 Edition Beta, recently announced the introduction of Minecraft Realms for various versions of Minecraft: Pocket Edition on the market; in addition to Minecraft Windows 10 Edition.

What exactly are Realms? Realms are always online worlds that can only be accessed by approved people; the biggest point of the recent announcement being the availability of cross-play. This is valid for iOS, Android, Windows Phone and Windows 10 editions of Minecraft. Players will have to use an Xbox Live account (but not a Gold account) to utilize this new feature.

Regarding money, Realms does require a fee. To quote Mojang:

Yes - we have to keep the servers running 24/7, so Minecraft Realms is a paid service. We’re not ready to share our pricing plan quite yet. You won’t need an Xbox Live Gold subscription to use the service.
The final key piece of info was regarding when this will be available. There is currently a free alpha on Android devices. If you have an Android Device and a copy of Minecraft: Pocket Edition, you can opt in here .

Beyond that, no official dates have been detailed as of yet by Mojang for full release.
