Update 7:59 pm CST: Users are unlocking it again. The achievement seems potentially buggy.
Update 6:47 pm CST: Unfortunately, the good news did not last long. After dozens of users were able to unlock the achievement, it appears to have relapsed back to its prior state and players are now unable to upload their photos. We have reached out to The Coalition for comment and will keep you posted.
Gears of War 2's Photojournalist achievement, obtained for uploading a screenshot of a match, went dark years ago after players became unable to connect to the service needed to upload the photo.
While the achievement has been earnable for brief periods since it initially went away, users were finally able to gain some real traction earlier this year via Twitter with PezRadar, or Adam Fletcher, Communications Director at The Coalition. By all accounts, the achievement is now fixed. Our Game Information team has removed the "Discontinued" tag for now and user after user is popping this one, so be sure to get in on the fun before it potentially goes away again.
