Despite Bungie's previous comments that this release was by no means a full scale game release or stand-alone title, despite Bungie's assurances that the release was intended as an expansion and would probably be priced accordingly, they unfortunately have no control over pricing and Microsoft has spoken.
"At the time [of Bungie's comments], the overall scope of Halo 3: ODST was not yet finalized, and since then, the project has grown increasingly more ambitious. We believe this stand-alone experience is much more than just an expansion," explains Microsoft.
