Easy once you know how, first of create a district.

Choose the inspection tool and press cn_Y.

You can now select districts, so select one.

With the district menu up just press cn_right twice to access the policy menu with cn_A.

Choose a policy and the achievement will pop.
DrSchmockdid this with 6 of my district`s and I got no achievement. Seems that most of the achievement´s are buggy.

DarklightsThat sucks, it popped as soon as I did my first one.
Have a look when you save it says if achievements are available.
If they are all I can suggest is starting a new game.

ChristerioSame with me ive popped 4 cheevos but the rest seem buggy :/

DrSchmockI hope a fixed my problems. Delete the game from the hdd and my save game. I started a new game and after I did this the achievement popped up. But not for the 10 unique districts.
