This is a very quick and easy achievement. All you have to do is craft a cup of tea under the 30+ tab.

Cup of Tea = Cup + Tea Bag + Lump of Sugar

You can get all the ingredient from your fellow inmates desks. With the tea now in hand just give it to somebody and your achievement should unlock.

Just want to add that you don't have to make the tea, just gift it to someone. I found a cup of tea in a desk, gifted it, and the achievement popped
