Start a franchise as any team. Head to the Team Management screen by pressing RB. Select Assign Scout under the Upgrade Your Team options. Select one of your scouts, press Y to change his region and change his region to North America > CHL, and choose either the WHL, OHL or QMJHL and the achievement will unlock.
