Car Masteries are perks you can apply to each car you own. Each one improves your gameplay experience in some way while you drive that car, such as earning extra Influence while you race, giving you a free Wheelspin etc.

Each car has its own skill tree, with some cars having more Car Masteries to unlock than others. Each car has a rarity attached to it; the cheaper, more common cars will have fewer Car Masteries (usually 8-10) to unlock than the rare, Legendary cars (up to 20).

Car Masteries are unlocked by spending Skill Points on a car; this is done through the [Cars] menu when you pause the game.

Depending on the car you will need 40-50 Skill Points in order to afford all of the Car Masteries available.
Doc BuddhaYou don't need to buy 'repeating' perks.

DevilofNunsHaving a "Retro Hot Hatch" Summer Forzathon as of the first Forzathon since release of the game, I bought the VW Corrado (as Horizon 1 initial car memory). And as I was lucky, that car only has 8 perks, one of them a 'repeating' one which is not necessary.
So you need 3x1 Skill Point, 2x3, 1x5 and 1x25 Skill Points, summing up as 37 Skill Points for that Car Mastery.

HolyHalfDeadThen for Forza Rewards you need to do this for 49 more cars!

PJTierneyI chose the Ford Fiesta XR2, which has 8.

TheIcemanComethAlso as a piggyback for others. The 2009 Mini Cooper only has nine (eight if you don't count the repeater). I have that one because that's the closest to the 2013 I drive IRL and I must drive a Mini. wink

Stevo6483Can the skill points you earn while driving a particular car only be applied to that car, or are skill points able to be spent on any car?

TheIcemanComethYou can use them on any car. I earned 100+ using my decked-out Mini, but put a ton of those points towards the Hoonigan Focus just last night.

thomaskoratAccidentally spent 25 skill points on a "one crash doesn't end skill chain" perk and now I hear I need hehe, 40 skill points for cheevo.

V3ntilatorSkill points grow on trees in this game, so it doesen't matter if you use 25 on a perk by accident.
