This is for completing the Westgate Mall job, which opens after you unlock the Westgate area of the map, and the Northridge Philharmonic and the Museum of Interesting Things jobs, which become available after you unlock the Northridge area of the map. They show up under Jobs > Special Jobs once you open up the corresponding area. You can rent the necessary equipment to complete them if you don’t own all of it.
