Found a very easy way, don’t know if it works for everyone:

Go to Tonnastadir in Ledecestrescire, after you have done the quest related stuff there. If the leader is dead, all the guards will still be marked as enemies to you, but they will NOT attack you, even if you kill them in play sight.

Hope this helps.
pierogiThis worked the best for me and was ridiculously easy, however I noticed that chain assassinations do not count towards this either.

Leap Of Faith77Very good guide, thank you. I'm guessing it is after the ledecestrescire arc is finished, which is one of the two starter arcs in England. Just go back to this area and it should work like the guide suggests.
