I just got this achievement in the river between Cent and Essexe. I only lost my sail once and screwed up (crashed into the shore) but still had time to get the achievement.
I had to go that route because I wanted to raid Raculf Monastery and the river south of the river I used was blocked off by the ocean. I'm sure it's because I had just started the Cent arc.
