This happens in chapter five. You will reach a point in which you need to lower the water level. After the water is lowered the first time, you will take a portal a short distance away. Once through the portal, turn 90 degrees left, head to the cliff edge, and dive straight down from there hugging the cliff. You will find a little tiara on a rock next to some bright orange coral.

Sorry but thumbs down from me, it's a lake full of little rocks, weeds and shiny stuff. Little left on a small rock won't cut it for me

Found it in the end, however it's next to a fire looking plant at the bottom of the lake under the portal.

I was in the middle of making it more specific, but I was rudely shoved off the computer, and the screen was closed. This comment wont make any sense by the time people read it though. Also it's my first attempt at this so I get it.

I did find it following your guide Shadowmask12. Those orange corals are very bright which helped and there's only 2 to the left of where you first appear in the water like you said.
