The side quest “Fool on the Hill” is given to you from scanning graffiti at your first location after seeing Viktor Vector the Ripperdoc.
There is a total of 20 tarot card graffiti locations you must scan throughout Night City in order to unlock this achievement.
The achievement will unlock immediately after scanning the graffiti at your last location. You do not need to complete the “Fool on the Hill” side mission in order to unlock the achievement.
When you are near a graffiti location, the icon will appear on your map if not there already.
Make sure to track the tarot card location on your map, it should lead you straight to the graffiti. To scan the graffiti once you have reached a location you must hold
and then aim at it until the scan is completed.

* "The Lovers" - The code to unlock and open the door is "0000".
* "Justice" - You do not need to enter the gate. Scan the graffiti from the outside of the gate.
