If you have already completed the game, you can load up Extra Modes on the main menu. You can select chapter 9, and just play through the final cutscene segment of the game to unlock this achievement.

Is it possible to play the speedruns while having the developer commentary ?

This is a great solution but I need to do a collectible run. Does anyone know if you can get all the collectibles like normal while doing a developer commentary run?

I think you're right because the level select screen in the developer commentary menu doesn't show any collectibles.

FYI as of Feb 25, 2022, you can earn both speedrun achievements in the developer commentary mode. The in-game speedrun timer won't appear, but if you've done it fast enough the achievements will unlock as soon as you hit the alarm clock at the beginning of the final level, Retrospect. However, you'll still need to complete the final level to earn your developer commentary achievement.
