In order to get this, you have to beat someone online who has:
Project Gotham Racing 4Numero UnoThe Numero Uno achievement in Project Gotham Racing 4 worth 104 pointsReach Rank Number One on the Single Player Career Drivers' Leaderboard.

Of course, the easiest way to get the achievement is to boost with someone with that achievement.

You will not get the achievement for beating someone with this achievement, unless they also happen to have the 'Numero Uno' achievement as well.
VinchuccaDuring the Viral Month Octobre 2012 this achievement seems to be glitched. I meet all the requirements to pass on the achievement, but somehow I couldn't get it to unlock for quite a few people. We tried ranked, unranked, street races, elimantor,... nothing seemed to work.
