this is simple, offer about 100 free agents deals and wait for 50 to sign and you don't have to keep them just let the transaction time run out, it still counts as a free agent signing
DJP519To make this a litle easier, offer contracts to a bunch of free agents requesting minor leaguer contracts, so it does not count against your budget. They will be much more likely to sign if you include a small signing bonus.
