This is Simple.
When you are going to save "Mike" from Zsaz, go up to where you can see Zsasz below and talk to a guard, after that use Detective Mode and Grapple with the gargoyles until you get behind Zsasz, then use the Glide Kick and then the Ground takedown.
That's that, Basically just follow the story and this will tick.
