During Psych Warfare games, if the enemy team activates your team's machine by planting the battery, you go into Panic-Slap mode. You basically flail your hands around and can only melee when in this state. This means no gadgets, support items, weapons, etc. There is no sure-fire way to get this, unless of course you boost it (who does that in this site?), but here are some tips if you are having a hard time:
Create a pure defense class. This means the biggest character, with a shield as a support item. Bigger characters have better melee attacks, as well. Switch to this class if the other team plants the battery to increase your chances of getting a slap kill.
Note: You can use a rampage during the slap-mode. You can use any defensive kind of rampage, because Slapping normally one hit kills as a Mighty character. Thanks to Markyshizzle for mentioning it.
Avoid open areas. In a melee only state, the worse you can do is become an easy target for a guy or gal with a rifle.
Take on the closest enemy first. I know it's obvious, but it's nice to remember it once in a while.
There is no in-game count for how many slap kills you have gotten until you unlock the game mode challenges. Even then, it only starts counting from the time you unlock these challenges. The achievement counts every slap kill in your career as an impostor, though.
