Once you progress to the Red Zone you will obtain the Whipfist during a story mission. Once you have it, with it equipped, target a helicopter and hit B to mount. Do note that you have to be standing on a surface to do this, Heller won't use the Whipfist to mount if you're airborne, and that it has to be an airborne Helicopter. Parked ones do not count.
