This can be obtained through natural progression through either the Halo 2 or Halo 3 story HOWEVER, I found that mission 2 of Halo 3, "Crow's Nest" seems to have the most concentrated Brutes number in the game. I easily killed close to 25-30 in one mission playthrough.
