After playing this for +- 2 hours I've got a population of 10,000. Each hour I get about 150 extra workers. That means I get 3600 workers a day, and my achievement in just under 3 days from now.

There's two things that affect your growth rate:
- Do you have a premium account or not. (I started with one for free)
- Medicine level (can be increased in university) This helps out a lot. At population of 32,000 and medicine of level 7, I get +244 population every hour.

You also need to be sure your maximum amount of population is higher than 18,000. Check the houses for this.

Besides, you will need to have the quest for this unlocked. I currently have quest for 10,000 population in the 3rd from left quest tab under achievements. Therefore I'm pretty sure the quest for 18,000 will unlock there. Ill update this solution when I know more. Update: It's located there.

Extra note: extra population comes out very handy. You can allocate them to gathering resources, thus earning you more iron, wood and stone. Besides, when they work, they earn taxes, thereby giving you gold.

Thanks to Shadow Kisuragi for adding information.
Shadow KisuragiYou can increase the Medicine level, which will increase the base level for your population growth, or purchase Premium to get a bonus to the base % as well. However, you can eventually run out of food and need to upgrade the Farms, but that will be well after you hit 18000. From the ImperiaOnline Site:

Increase of the population number. It is affected by Medicine level and the unlocking of Premium.

Base population growth: 1 ? current population number/1000+50 multiplied by the speed of the realm.

Farms do not technically enhance the growth; they lower the value of population losses per hour and practically increase the growth in the later stages of province development when population number is way over farm capacities and losses are a really great.

Shadow KisuragiRequires Houses 4, to bring your Population Limit above 18000 (20000).

Shadow KisuragiOr, alternatively, you can Annex a territory and take their population... now to figure out which Quest line this is.

Shadow Kisuragi3rd tab - just unlocked it after blowing through the 2000 Wood/Iron/Stone Production Quests, and the Quest before it is having tax at 1000 for 12 hours.

REB3LHow do you get tax at 1000?

Itzz Sh0wt1m3Select the hapiness symbol at the top of your screen. Then swipe the button to the right. Depending on your population size, you have to increase it. You will probably have to set it to "high".

kentgremlinDoes it have to be exactly 1000. Mine goes 902 or 1128.

Itzz Sh0wt1m3Nope, over 1000 is good. Less than 1000 does not count.

QuailFighterinstead of waiting you can also annex nearby territories, which means you must have an army and beat the opposing army. but first you must upgrade colonization at the university, the first option at the top. doing this earns you the conquered territories population. in order to allocate your people they must have houses and to get houses up to 30k takes quite a few upgrades. IMO buying one level of colonization is quicker and cheaper and gets you more than waiting for the population to rise

Itzz Sh0wt1m3Sorry for the late reply Quailfighter, though researching colonialism is very expensive regarding gold, and there is no way (with the exception of paying real money) that you have a couple of hundred-thousand gold sooner than 18,000 population.
