This quest completed immediately after my save finished loading.
Has to be done in single player - GTA Online didn't work for me.
It didn't pop for me with the save load, but it doesn't take long to just steal 5 cars. It also counts if you carjack one, so you don't need to look for parked cars to get it.
It won't track for me. Do you need to do something specific? I just highjacked a few cars and drove around a bit (singleplayer)
Nothing specific, but check the app on your Xbox to see if it's unlocked - I had a couple today that didn't give me the notification, and I swear some of them were also 'redeemed' automatically so I didn't have to turn them in...but they're in my 'completed' section now.

There is just "x amount of seconds" delay after getting each car. It tracks all cars. I used cloud version. Grabbed 6 cars just in case.
Only took me 2-3 mins.
Online didn't work for me either, but the 1st 5 cars Trevor stole grabbed the points immediately. So story mode it is, then.
