Despite the capital D in 'Dumpster' and lack of the word 'a' this isn't a new level. Just hop in the dumpster in the level "Train" and grab onto the inside while jumping to make it move around until it pops.
Heads up! There's an achievement tied to this objective for the same requirements
This is not only a quest but also unlocks an achievement for riding 50m in a dumpster.

Weird. I started this one on Cloud and struggled to get into the dumpster (not my kind of game!). Managed to tip it over and kick it around a bit. Eventually dropped out and checked the Xbox App - 60%! Cool, so I popped back in and checked the achievement for this, which was also on 60%.
Managed to get into the dumpster, bounced around, moved around a fair bit... and the achievement was still stuck on 60%. The "Trampoline" one was gradually creeping up, though. Dropped out and the Quest is still on 60%.
