Didn't see it on Xbox cloud gaming either. Looks like console only, and it requires a full 15GB download.
I just loaded up the game after downloading it on xbox x and it popped right away for me.
good game if you are yet to do it, best to do all three though

Hello! Just in case, I've tried installing it and launching it on PC and no, it did not work. So, it seems it is only possible via console.
This one also says game pass ultimate members exclusive so if you don’t have ultimate it won’t pop
